New Jersey passes the first Megan’s Law, named after Megan Kanka following her rape and murder. The law would allow the state to track offenders, sentence them to life for a second offense, and notify neighbors and schools of their presence in the community. By 2010, the number of people registered across the country under “Megan’s Laws” is 700,000.
