Voters in California pass proposition 83, Jessica’s Law. No sex offender can live within 2,000 feet of a school or a park, which means they cannot live in any city in California. Dangerous or not, all felony sex offenders must wear electronic tracking devices for the rest of their lives. Among those to whom the law applies is a man who was 16 when he had consensual sex with his 15-year-old girlfriend. Another mooned his sister during a family argument (Lancaster, 2011, 100–1). Other states pass such laws. Juan Matamoros, his wife, and kids had to leave their home in Florida because he had urinated beside a parked car in Massachusetts 29 years earlier after drinking too much on the day his daughter was born.
